Ebay car sold, paid for - never picked up

Sold a car on Ebay for $2500. Auction ended 9/13/06. Stated in the auction that we would sell to North America. The person that won the auction lives in Norway. We decided to go ahead and continue with the sale since the winner was going to arrange pick up and shipment of the vehicle. Winner paid for item via Western Union.
Have not heard from him since 10/2/06. Have repeatedly sent him emails asking him to come get the car or let us know what was going on. We cannot call Norway, and do not have his telephone number to call him if we could, so all we have is email.
We sent him an email last week stating that if we do not hear from him by 11/15/06 that we would resell the car and put the $2250 (that's the cost of the vehicle minus the deposit) aside so we could pay him back when he finally decided to contact us.
My question is this: How long do we have to hold his money to give back to him? If he doesn't contact us, and we resell it - I plan on sending him an email every week telling him that his money is here and waiting - but if we never hear from him, how long do we have to guarantee that his money will be there for him when he wants it back? Does any of this make sense? I've never heard of someone paying for something and never getting the item. We realize that he has to contact a "friend" to come get it from us to begin the shipment process, but 2 months is much too long. We told him that there was "no rush" originally, but of course we didn't anticipate a 2 month or longer wait (I don't think anyone would anticipate that, regardless of where he lives).

Document your attempts to reach this person. Send a certified mail return receipt requested (if you can find his address and such a thing is allowed in Norway).

I would certainly keep the money for a full year after you contact him.
