Purchased a collection on Ebay and paid seller (located in Wisconsin) $3,000 through PayPal (like I've done hundreds of times). Received the collection, however, seller excluded certain valuable pieces. After several days I filed a formal complaint through PayPal. PayPal accepted my claim (after I had to have the police verify that the pieces never arrived) and asked that I return the collection in the original box to the seller and receive a full refund from the seller. PayPal advised that the seller didn't have enough money in his account and I received $1,800 of the original $3,000. The seller claims that his PayPal account had plenty of money and can't understand why I didn't receive a full refund. I have a strong suspicion that the seller is lying as he tried to pull the same stunt on two other buyers around the same time. I don't think that Ebay or PayPal will be able to muscle the seller. What options do I have? Should I file a small claim for the remaining $1,200 in PA or in WI? Do I need to hire a lawyer? Or should I call on my Uncle Giavanni to fit him for new shoes?
