Educational Guardianship in Kentucky?

What is the name of your state (only U.S. law)? Kentucky

I am a teacher in Kentucky, and my new job is in a different county than the one in which I reside. When I went today to enroll my 7 year old in 2nd grade (in the county in which I teach, not live), I was told they would not be able to legally enroll him, since their county has no "open contract" with the one we live in. I tried contacting the school district for the county we live in, but was basically told they could do nothing. The school district I work for suggested setting up someone who lives in their county as an educational guardian, at which point they would allow me then to register my son, but that address would be the one on file, and all official correspondence would go there.

Here's my question:

What is involved in appointing someone else an educational guardian? Is this a long drawn-out process? The person I would contact is a long-standing friend of the family, someone I know I can trust, but I would like to know what they would have the power to do.

Is there anyone out there who knows more about this than I do?
