I'm not able to send a PM because I get an error saying it's full yet I just registered!!

I suspect that whomever you are trying to send a PM to has a full mailbox.

Occasioanlly I have seen folks post a thread just to ask (or notify) that person they have a full PM box and ask they clear it so as they could recieve a new PM.
