What is the name of your state (only U.S. law)? IL

hello, I live in IL near Chicago. I currently reside in Dupage County and have POA for my mom who has early onset alzheimers. She has had it for around 3 years now and I am her caregiver. She has lived with me for about a year. My mom is the type of Alzheimer's patient that is in complete denial, angry and blames me for everything. In 3 weeks I am moving to Cook county where she will live with me for 2 months, till she turns 65 and then will be placed in an assisted living. All things have been going fine up till now. A friend of my mom's who talked to her, called dupage county senior services awhile back who more or less are like the dcfs for seniors and told them that my mom does not want to move with me and wants to stay in the area. Senior services told me that they will petition for guardianship so that my mom can go where they WILL PLACE HER here in dupage county or somewhere near since that is what "her wishes are." Um well, my mom has been deemed incompetent by a neuropsych doctor. So how can the state say well she doesn't have to go with you if she doesnt want to, yet she is not capable of making her own decision and we are going to get guardianship? I mean really? I have a POA for a reason. Medical and Financial. In case of these situations. But apparently the state petitioning for guardianship trumps this POA? I can not afford an attorney and am scared that before I move they will tear apart my mom and me. She is my family and I want her close to me. But the more of a spit fire she is and the more she complains, the deeper in the state is going to dig. I mean, my mom has no assests, property, money in the bank, savings, I mean nadda. Why the heck are they so concerned for her? She is not abused, she is loved and taken care of. She is just a cranky woman who hates the illness she has. What do i do?
