The law makes no restriction about what you do with amassing email results. Being on a whois entry already opens you up to a ton of spam. This is why GODADDY and a few other registrars let you register through a proxy.

Be aware that spamming is reprehensible and most people will ignore you or blacklist you even if you are technically compliant with CANSPAM. Think twice before you send out unsolicited email.
