Eminent Domain Question what should I do?

Greetings,
This is my first time posting my problem on a forum, but at this point I don't know where else to turn to for advice.

In 2002 The city of Ashland, Kentucky Eminent Domained 9 parcels of Commercial property from me, to use for the City garage. The property was used for my business (towing and storage, Police impound) They just took it without warning and told me to get my things off the land. So I lawyer to help out in which the city retaliated against me and started citing all the rental houses that I owned for problems that had nothing to do with Code. one day out of the Blue the city decided to tear down 3 houses without warning and kicked me from the 911 city contract that took care of the city and police towing needs, and started condemning other houses that I owned. The city wanted the rest of the property that my business was located, So I leased half of the property to 84 lumber to maybe get some corporate protection from them taking it from me. The case finally went before a county judge in 2003 which he said the case will be settled at a later date. here it is 13 years later and never seen any sort of compensation and I'm starting to get harassed by the city once again over the commercial property that they want, they condemned my place of business ( I didnt lease the building to the lumber company) I've been trying to find a local lawyer to help but none will go against the city, one lawyer said "I have to live here theres no way I'm taking this case". So I guess my question is Can I get an out of state Lawyer and move this case to Federal court? or does anyone know someone that can help?

You must never check your mail. It takes quite awhile to take property by eminent domain and it will take negotiations with the land owner, at least, and could require a courts intervention. It isn't something that "just happens". They would have no authority to simply walk in one day and eject you from your own property without some prior legal activities.

Your municipality is obviously not the only one in Kentucky so you might try other areas within Kentucky that are not local to you.

So I guess my question is Can I get an out of state Lawyer and move this case to Federal court?
You can hire a lawyer from outside of Kentucky if they are licensed to practice law in Kentucky or would be allowed to practice in Kentucky under some allowance for out of state attorneys.

There are requirements for this to be removed to federal court. You need to have an attorney review the facts to determine if it qualifies but it is likely it does not.

it is impossible to make heads or tails of where your case actually stands so, while nobody wants to hear it; yes, you need a lawyer and there really isn't much anybody on a forum can do for you.

You asked about this on another site in May 2015. You were told at that time, by a KY lawyer no less, that you needed a lawyer, and that any claim you might have could be time barred due to the statute of limitations.

There are so many issues in the question that even an experienced attorney with specific knowledge and experience of such matters would need to to a ton of research to even understand.

Sorry, the government is king. And, it's good to be king. See an attorney. Fighting this will cost a lot.
