Can an employer pay for medical benefits for just one employee and his family without offering the same to the other employees?

Our city has just hired an employee, under contract, and part of his benefits package includes fully paid medical insurance for both him and his family. No other employees have fully paid medical insurance-- all other employees must pay for their own group medical insurance and must pay for their families.

I was told this is legal because the new city manager is under contract, whereas the other employees are not under contract and are therefore employed 'at will'.

Still, it doesn't seem right that medical insurance benefits can be fully paid by the employer for one employee and not others.

Nor does the law require that all employees be treated exactly the same. The employer may choose to treat contracted employees differently than non-contracted employees; that does not constitute illegal discrimination.
