I was offered a job transfer with promotion, but my apartment complex said they would not let me out of my lease. I was told there is a law stating that they have to, but I do not know for sure. Can anyone confirm that info for me please?

They do not have to let you out of your lease. They do have to make "every reasonable effort" to rerent your apt ASAP if you leave. If they can't rent it, you have to pay the rent. They can also charge you a "reasonable" fee to rerent the apt.
