Enforcing restricted covenants without HOA

What is the name of your state (only U.S. law)? Florida
I have a question about enforcement of restricted covenants in a neighborhood that is next to the HOA.
We did not sign up to be a part of the HOA, however, we do have restricted covenants that we are supposed to follow.
The next door neighbor put up a six foot privacy fence to the front property line just on our side in direct violation of the restricted covenants.
No one would tell me how this covenant can be enforced, including the HOA.
I read another thread where it states that these covenants are able to be enforced, and want to learn how to go about this project.

**A: send a certified rrr letter to homeowner and copy the HOA Board President and management co.

This may be a silly question, but why do you object to the neighbor's fence? How does it harm you or the value of your property?

It bothers me because ... any number of personal reasons.

I'm looking for the legal way to handle this, since the daughter of the woman is involved and provides judicial information through their personal connections.

If you cannot or refuse to articulate here how the fence damages you, then how do you expect to prevail on a legal basis?

**A: what was the specifc covenant violation? Are fences restricted to a height of 5 feet?

I have been ill and not on the internet. What the local representative did was review the covenants, and set up a mediation with the homeowner's association, the neighbor who put up the fence, and the neighbor attempting to sell their house.
Thank you for the legal replies, since that was what I needed to be able to answer the representative's question.
