What is the name of your state (only U.S. law)? CA
Can a property owner give notice on Saturday afternoon saying they are going to enter to inspect property on the next day Sunday, and that they will be there sometime "after 5pm" or is there a law about normal business hours and being a little more precise about when exactly. what can be done to prevent them from entering at that time?

As long as they gave you proper WRITTEN notice of their intent to enter the rented premises at least 24 hours in advance, there is nothing illegal about what you are saying they plan to do. You do realize that you don't have to be there for them to enter for the inspection, right? As long as proper written notice has been given in advance, they can come in whether you are home or not.

While one could argue that Sunday is NOT considered normal business hours, if the LL otherwise complied with the legal requirements, you could be seen as being uncooperative.

Assuming that the LL did provide you with proper notice, what would your reasons be for not permitting the inspection at the time they specified?
