estate administration fee too high?

South Carolina is the state
Estate is ~$2M with 9 beneficiaries
2 beneficiaries are designated as co-executors
Co-executors are claiming 10% fees each as fees for administration, but have not entered probate yet.

This seems extraordinarily high.

Question is, am I wrong? How would I challenge this? I don't want to challenge the validity of the will. I don't think it specifies what fee is to be paid to the executor. If the executor doesn't budge, do I take them to court or contact the probate judge? Is there a specific provision in SC law that says what executor fees are? I've google'd and found a NY law, but no SC yet.

Fee is 5% of personal property plus 5% of proceeds from sold real estate, so you need to check with other South Carolina attorneys to find out an acceptable rate, since the court CAN award a higher amount.
