Estate executor needs help

What is the name of your state? South Carolina.
My Mom just passed away without a will and I was appointed by the other children as the executor. There is no real estate, or checking account or stocks, etc. that are inher name only. I was told by the Probate Judges office that I do not need to file any kind of Probate at this time.
I don't know what I am supposed to do as far as her debts are concerned. There is barely enough insurance to pay the funeral costs and the money in her checking account has to go back to the Social Security office.
Do I have to put an add in the newpaper? Do I have to file as executor?

I received a letter from a collection agency concerning an old debt of hers and sent them a letter letting them know she was deceased and there was no estate to pay them at this time.
Is that the proper procedure?
