I live in an 8 unit apartment building in Cranston Rhode Island. My rent is sepatate from all utilities, however, my gas bill is estimated and I am wondering if this is legal. I receive a postcard with amount due but it has no usage information. I was told by my landlord that she divides the gas bill 8 ways. My bill has been outrageous for the past year and I don't think it's fair that I'm paying for my neighbors gas bill when they are elderly and leave their heat on all day long. HELP! I need advice.
