Everyones getting evicted

Wisconsin-I moved into an apartment complex in Greendale, WI 4 years ago. About 3 yrs ago, a woman who lived here introduced herself and we started to become friends. She was pregnant at the time, and the problems that arose I never saw coming. After the baby, I did see that she drank a lot (at minimum a 30 pack of Milwaukee's Best every single day). She is 36 years old, does not work, her mother pays her rent for her. She uses every means she can to get whatever she can from anyone (government, men, etc). She has her oldest daughter trained that if people ask her about things to keep her mouth shut (i.e., when the social worker at school questioned her, she says yea my mom drinks A LOT of water)She does hit both children, and has had social services called on several occasions, but she is a completely functioning alcoholic and hides her beer in closets and again, coaches her older child, so nobody ever finds anything wrong. She does coke occasionally, snorts pills, smokes weed. Anyway, thats just a little bit of background showing how manipulative she is. I started to notice when we got a new apt manager, she got very friendly with him very quickly. Whenever she started not to like someybody around here (for no reason other than she didnt like the way someone looked at her, or her child got mad at one of their children) there were evicted by 2 months later. She eventually told me she did have her friends calling into property management, acting like they were tenants on a regular basis. At this point, I was scared not to be friends with her, so I distanced myself a little, didn't divulge as much info to her, but still remained "friends". It came about that at a firepit one night with a bunch of neighbors, she was sitting on the managers lap. Next thing you know, she says they are dating. She has a cell phone in his name. Hes in and out her building day and night. She started getting $250 off of her rent to clean the hallways, which has been a year and she has only done once (shes supposed to do it every week). She has keys to our basements, and access to who knows what else. Everytime someone complains about either of the 2 of them, they start getting notices for random petty things. In either case, everything is coming to a head. One of her friends in another building became a friend of someone in my building and both just got notices to end their leases. Everyone started talking together, and the woman had this planned out with the manager. They both went to the friend and told here, "heres the plan for Tiffanie"(in my building). and proceeded to tell her to call the property managers crying saying she doesn't know what to do anymore cuz her kids are such problems and shes scared. I don't know what to do , or if something can even be done. EVERYONE sees exactly what is going on, but everytime someone complains, they are gone. We did print out his facebook page with picture of him partying with a select small group of neighbors on more than one occasion. It also shows his statuses every other day of how drunk he is getting/or got last night. But other than that, how do we even prove anything?
Another note...Deb Marko, our property manager was named the worse person in the world on MSNBC last year because she decided to sue a guys mother that lived in one of their complexes for terminated the lease early, not giving proper 30 day notice, late fees, etc...BECAUSE HE GOT KILLED WHILE HE WAS TRYING TO HELP OUT SOME WOMAN THAT WERE GETTING HARRASSED
