Eviction of month to month tenant

What is the name of your state? Florida

My mother is elderly and blind and lives out of state but has one rental property here in Florida which I manage. I give tenants a month to month lease and sign it as landlord since my mom is out of state. Now one of the tenants is not paying and I may have to go through proper eviction proceedings. Since I am not the legal owner of the property I have some questions:

1.Do I need a power of attorney? or can I act on her behalf without it?
2.If I need it can the POA be executed in Kentucky for the property that is in Florida?
3.If I do have to have a POA can I keep current and future leases in my name? Do I need to get tenants to sign new leases?

Thanks for any clarification on this...
