Of course, landlords can reconsider, but from the way you tell it, I don't hold out much hope. Despite your 9 years in the apartment, it seems that the eviction is going to be a "done deal."
The Eviction papers, themselves, don't have to be written on any "official" forms - - they can be handwritten; merely, the Eviction Notice (or 30 day Notice to Vacate) must contain all of the Statutory information that is required by law.
It seems a bit harsh, but I think you have to come to the realization that it's over for you. I hasten to think that there might also be an ulterior motivation - - that is, perhaps the landlord can get more money for the rent if you leave; e.g., are you in a "rent-controlled" apartment? Or, it could simply be that the landlord is tired of dealing with you and your inability to conform to the rules, and it's time again to get that ol' U-Haul truck warmed up.
