in illinois, I am a plaintiff. can i use an emergency order of protection which was filed against me and was dismissed as evidence of defamation of character, unsure because of the judicial proceedings are considered privileged rule.,

It can be used but would probably need a LOT of additional support. Everyone has the right to believe that they need protection. The fact that a court may not have believed the same, has very little evidentiary value against the petitioner.

In addition to the issue of the OP, you will need to show how you have been damaged by this other person.
