Does a video taken from a cell phone constitute as "substantial evidence?" Also, can a date & time stamp of that video on the cell phone be changed?

Also, can someone be arrested and charged with domestic assault if no assault actually occured and the supposed victim of assault showed no signs of assault, but a third party has a video'd argument on a cell phone that was turned over the police dept as "supposed evidence"???
