It is the constitutional power of the Governor to grant a commutation of sentence or a pardon following criminal conviction or juvenile adjudication. A pardon forgives an individual for the crime. A commutation is a reduction in sentence for persons currently incarcerated, and can be granted for an entire sentence or any part of it. Decision-making is entirely in the hands of the Governor, assisted by the Governor's Board for Executive Clemency.

You must follow certain rules for your State, which you didn't mention, by making Petitions for the same, until it finally reaches the Governor's Desk.
