Executor duties and beneficiary rights

My grandaughter was named asa beneficiary in my late husbands will.

She was young at the time and she came of age last year on the 12th September 2009 (18years). To date the executor has used a number of excuses as to the reaosn why the monies have not been paid out (now over a year after the monies came due.)

The executor states amongst other things that the money was invested in property but has never shown any proof. Let alone was he :
1) permitted to invest the money into property?
2) can he withhold the money over a year after it became due?
3) can he also state that if he sells the property at a loss the beneficiary will get less than they were due?

I am a widow and do not have the finances to pay for a lawyer ( My husband was having an affair at the time of his death and left me nothing after 19 years of marriage.) The executor is my ex brother-in-law and there is no love lost between us (he is to say the least a bully and everyone is scraed to confront him. Hence the request for your help and advice.
