Hello. I live in Illinois.

For over 10 years, I have been buying private individual health insurance from an insurance company called Blue Cross Blue Shield of Illinois (BCBSIL). Because my current policy has been in effect since before 2010, I am being allowed to keep the policy under the Affordable Care Act (ACA), otherwise known as ObamaCare. So far, so good.

But recently, BCBSIL gave me some bad news. The ACA will be imposing two new fees upon BCBSIL - the Transitional Reinsurance Program Contribution Fee, also known as the Reinsurance Fee, and the Annual Fee on Health Insurers, also known as the Health Insurer Fee. BCBSIL will be passing these fees to BCBSIL's policyholders. I will have to pay an extra $100 per month ($1200 per year); so, this is serious money.


Here are my questions:


1) Which provisions of the ACA require BCBSIL to pay these two fees?


2) Which provisions of the ACA allow BCBSIL to pass these two fees to the policyholders?


3) President Obama has been delaying the implementation of various portions of the ACA. Has the portion of the ACA that requires BCBSIL to pay these two fees, been delayed? If yes, wouldn't BCBSIL be required to delay the passing of these two fees to the policyholders?


4) If I am keeping my current insurance plan (due to grandfather clause) and I have to pay these two fees, am I eligible for subsidies?
