Exposing a troubled teen

Michigan. My sister recently got arrested and taken into custody for a MIP. The officer decided not to charge her directly because she was not driving the vehicle they were caught in and did not have anything directly on her person. The real problem I have is that she called her boyfriends mom to come pick her up from the station, and they both lied saying that she was her step mom. My real parents have no idea any of this happened and need to know, but I am kind of bound as to what I say out of fear of retaliation from my bipolar sister. I want to find a way to expose this whole mess and alert the police about the adult that is supposed to be responsible lying for a 16 year old. What should I do?
