Hello, new to this, I am just wondering of the legality of a website i would love to make. It concerns posting pictures and address of properties neglected by absentee landlords, a site that people can post pics and complaints, maybe get some attention from city hall down the road.

Slumlords are ignoring properties that they own. What makes you think they would pay attention to websites they don't even know about?

Take the pics and comments to city hall instead.

I would take the pics to city hall instead too. Though there is nothing illegal creating the website you described.
