This is in regards to an internet business, with their headquarters are in California.

A customer of an online affiliate program knows that the program is cheating other webmasters out of tens of thousands of dollars and has proof of this. But he refuses to share this information with anyone unless they pay $1,000. Is this extortion?

I hope this is in the correct section, if not, feel free to move it.
