extradition question

What is the name of your state (only U.S. law)? oregon and washington both. Is there any reason a juvenal on probation in scappose Oregon would be taking in to custody in Oregon and immediatly extradited to a juvenal hall in washington if his only crime and his home residence are both in oregon?

The juvenile obviously has been charged with a crime in Washington and a warrant for his arrest has been granted. This likely has nothing to do with his previous transgressions.
