What is the name of your state (only U.S. law)? Town of Oyster Bay New York

I requested some information on 01/9/12 via the F.I.O.L. act from the Town of Oyster Bay Towns Clerks Office. The information is needed for my defense of an alledged Town code violation which is returnable in criminal not Town Court.. The Town sent me a letter dated 01/11/12 stating they recieved my request and would respond within the allowed time period. On 02/07/12 I called the Towns F.I.O.L. Office and was told by the person helping me (Linda) that she had no idea why I had gotten no reponce in the allowed twenty days and would have to "look into the matter." I have filed a complaint through the N.Y.S. Attorney generals Office. Is there anyone else the Town may be held accountable to?
