Washington State-can a company legally exclude biological things (i.e. facial hair/goatees, beards, moustaches etc) in their dress code policy? in other words, can they legally make me shave off my goatee as a condition of my employment when they've just changed the policy from being allowed to have them and now you can't.

Companies have a wide variety of rights. They can ban facial hair, even when it was allowed before.

They can demand that women not wear "extreme" hairdos or change the skirt length required by women. The only thing business is wary of is banning "ethnic" hairstyles. This might be construed as bias against a minority.
