FAFSA Dependance Issue

This isn't my case but a good friend of mine who is having problems.

My friend is trying to go to college, the college has offered up a scholarship but won't let him get it unless you completes the FAFSA form. He's been filed as a Independant on his tax returns, has a job, supports him self, and his parents have not declared him as a dependant for over 3 years. On tax returns, yet the campus requires the parents information in the parent finance section. To make matters worse, his parent refuses to answer his calls and will not supply the information. What can you possibly do in such a situation?

The only thing I have suggested to him is finding a way to declare someone as a dependant that lives with him and gets half their support from him, which might be quite a stretch of truth. In that case he could by pass parent info.

But are there any other ways? He's 19, not 23.
