What is the name of your state? Ohio
I am developing a website on hair resources. The site will be free to the public and will contain hair advice, product info, hair tips, and hairstyles and I plan to offer a beauty salon directory where beauty salons pay a small annual fee to be included. My question is, if I scan in celebrity photos, found in various magazines and discuss the various hairstyles in an article, would this be considered fair use of the photos? Also, I plan to get all the hair advice info from all the various magazines and compare/contrast them in articles. I.E. Self magazine says you should do x and Allure magazine says you should do Y. Would this be considered fair use also?

the answer depends on many specifics. Fair use does encompanss educational use. So, you may have arguments there, if your site is educationally oriented. However, if it is general public-oriented (i.e., not for a beautician school, etc.) then you are venturing out past fair use. You had ought to talk to an attorney to discuss the specific facts, your business plan, etc., and then go from there.
