father 1/4 time--if that

What is the name of your state? Texas

Twins are 4 years old. Father has only been involved in their lives for three month since they were 8 months old. Father has only exercised visitation twice this year. One weekend in January, one in May--returned them early both times. No calls since visits. Causing more harm to kids than doing them good. Father isn't involved in anything with the children (by his choice) I want him to either be a father, or go away before he really messes the children up. Is there anything I can do?

Depends. If the custody is set by court order, then it will remain as it is until/unless YOU file a motion with the court to change it.
Absent the courts permission, you can't do anything about an existing order.

I went through a similar thing here in Texas. You really can't do anything. :(
You have to allow him to visit and do it at his whim, as long as there's an order, you have to go by it. It's sad, but true. All you can do is file for a modification and attempt to have the order changed, but it has been my experience in Texas that the standard order prevails, whether the dad uses it or not. Since it's only been a month since he's not seen them, you don't have a lot to go on. You should have filed abandonment before he showed up again.
Why don't you just ask the dad to give up his rights? I think that would be allowed if he agreed.
Good luck with your case, my ex disappeared from birth to 3 years and still got the standard when he asked for it.

It is very doubtful that his rights would be terminated even if they agree. Judges are not normally inclined to illegitimize a child unless the child is actually harmed by the parent.
