Father has stopped visitation

What is the name of your state? Florida

My daughter is 12 and my ex has had primary residential respons since we divorced in 97. We did everything ourselves back then and we had no problems communicating and sharing custody of her. Our court docs state we have shared parental resposn and that i have liberal custody rights.
Now since he is remarried and his parents have moved to town he has started sending letters demanding the custody be changed to suit his new family's schedule - and tells me his schedule is non-negotiable. He will not speak with me on the phone or in person about this.
And then this week he sent me another letter stating he has temp withdrawn visitation due to a false claim that he called into dcf about head lice she contracted even though my house has is immaculately clean and there is no proof she contracted it from my home...
What can I do to stop him from keeping me from my daughter?

Does your visitation order actually say "reasonable visitation"? Then you need to file for a modification to have it specified.

Then technically, he's not in contempt. What's reasonable and liberal to you, may not be to him. I'd suggest at least consulting with an attorney and filing for a modification to get a more set schedule.

Can he withhold visitation legally? He's not allowing any contact with her and he won't return my phone calls or emails. He won't even allow her to speak to me on the phone.

If the order doesn't provide for it, technically he can. You REALLY need to speak with a local attorney and file for a modification and/or change of custody. Withholding contact isn't going to impress a judge much and may well work in your favor.

You need to file for a modification to have custody and visitation scheduled in an enforceable court order.

As for the head lice- you don't have to worry, DCF knows that head lice is a HUGE problem here in Florida, and him keeping you from seeing the kids on that basis will only help your case in court. My kids are all grown, but I remember (shudder) very well the days of work that went into clearing up head lice that my kids kept getting from school. For awhile, every time I'd get it cleared up. they would have them again. I finally went to the school to complain. I watched as an office worker took a line of kids to check their heads, and I was livid as I watched her go from one kid to the other, WITHOUT WASHING HER HANDS OR COMB. After that the Principal and I had words and he got mad and blamed me for the whole county's problem! I had to go over his head, but finally all office workers and teachers were instructed on how to prevent infestations. And things improved.

Just to give you a smile- The same Principal that was so angry at me so many years ago about the head lice thing, ended up being one of my home health patients. We had a long talk and became good friends before he died.
