federal check cashed without me present; bought a car forged my signature

California- I signed my federal tax check over to my old roomate to cash it for me, he cashed it without me being present, took the money and went and bought a car with it in his full name, my first name and his last name using my drivers license no. He won't give me my money back. The bank should have never cashed a federal check without me being present. Plus the automobile dealer can't let someone forge my name on the application when buying a car. What do I do to the bank, the automobile dealer and the ex roomate?
