What is the name of your state (only U.S. law)? California

When a pro-se litigant files a complaint under 5 U.S.C. § 552a(g)(5), are they suppose to file the amount of liability they believe they incurred from the beginning or do they suppose to establish that agency willfully misrepresented the information that was required to be disclosed under the FOIA act. What is the process or requirements under this section?

I don't think you have to file the exact damages most ever. Just for fun, say a bazillion. I bet the court or the other party's offer will bring it back to reality.

So it is mandatory to file an certain amount of monetary damage claim under that statute?

I can I amend the complaint to reflect the damages before defendants answers the complaint?
