A friend of mine applied for temporary housing relief benefits after the Katrina/Rita disaster. The damage from the storm, the lengthy loss of electricity and inability for anyone in the area to purchase fuel for days after the hurricane resulted in his complete loss of income, and he was evicted from the building which housed his business and the attached apartment in which he lived. FEMA approved his application and he received $2000 in emergency housing benefits.
Now, a year and a half later, he receives a letter from FEMA demanding he repay the money unless he could prove he had been a resident at that address for several months prior to the storm. He complied by submitting electric bills in his name for that address for over a year prior to the storm. As he had furnished the documentation FEMA required he felt the matter was settled only to receive a letter a few weeks later saying after they had reviewed his appeal they decided to deny it and he needed to repay the $2000 plus interest immediately. He had to live in a warehouse with no shower, no kitchen, no nothing but concrete floors for weeks after the storm until he received this assistance. He has never applied for any type of assistance before this or since. Where would he get help in resolving this situation?
