When the Obama administration was sworn in were most or all the lawyers dismissed and new ones hired? I have an attorney handling a matter pertaining to FEMA and he says all the previous correspondence is now void because of this changeover

I contacted a lawyer over 1 year ago. He claims he contacted a lawyer and presented my questions on a federal bailout program for flood victims. This went on for a year. Finally I asked him for all correspondence with this federal attorney and also for the attorneys name. Now he says because of a change in the administration all the lawyers have been dismissed and a new one appointed to handle these questions.
