 THE GUY NEXT DOOR STARTING GROWING GRASS 2 FEET TALL THRU MY FENCE. I ASK THE CITY FOR HELP WITH THE CODE. AFTER TALKING TO HIM THEY NOTED MY FENCE BUILDER (I PAID) DIDN'T GET A PERMIT. I GOT A SURVEY AND PERMIT TO BE RIGHT WITH THE CITY BUT IT WASN'T ENOUGH. THE GUY NEXT DOOR COMPLAINED THE POST WERE ON THE WRONG SIDE BUT REALLY WERE UNDER THE CAP RAIL. THE CITY ORDERED ME TO FIX THE FENCE. I GUESS I DIDN'T DO IT FAST ENOUGH, WITH A PERMIT AND SURVEY THE ORDERED ME TO COURT FOR NON COMPLIENCE. BY THAT TIME.. FENCE WAS DONE. NEW ONE CONSTRUCTED SO I DIDN'T GO (NO CASE). THEY ISSUED A WARRENT FOR MY ARREST.

THRU THIS ENTIRE I FILED A COMPLAINT THAT THE GUY NEXT DOOR HAD NO BUILDING PERMITS FOR HIS BASEMENT, DECK ECT. THEY DID NOTHING. I FAXED, PHONED, EVERYONE EVEN THE LAW DIRECTOR ASKING WHY THE HOUSE ON THE OTHER SIDE OF ME HAD AN IDENTIAL FENCE AS MINE SIGNED OFF BY THE CITY AND I HAD TO TAKE MINE DOWN. UNFAIR PRACTICES, PICKING AND CHOOSING WHO CAN BREAK THE LAW. NOW I WANT TO TAKE THEM TO COURT. HOW? WHO DO I CONTACT TO FILE THE COMPLAINT? THEY WON'T GIVE ME ANY INFO. NOT GOOD OLD PARMA, OHIO..

hope this helps I may have found more if I knew the city...
edited to add:
read this to my husband, he informed me Parma is a town in Ohio, he was raised in ohio, sorry I had no idea,. so I searched further.. the link will not go to the gov. site so after you click the link, right hand side under "City Government" click on "City of Parma web page".... then when that link pops up, click on city council, it shows the complaint dept.
