Is it possible to file children custody while the wife is living with you?

I have three children: a 2 year old, and couple of 1 year old twins.

When my wife and I have arguments, she takes all the kids and leave the house.

Recently, in the middle of a cold rainy night, she took the children and drove them around town. When she came back, all the kids got sick.

I feel that her action is dangerous to my children - and I want to know if it's possible for me to file children custody, so next time she does that I can call the cops on her.

I'm the working father who provides income and medical insurance to the whole family. I have a mother who lives next door who is willing to take care of my children (as a live-in nanny) if necessary.

Why don't you take a walk or something ?

Why don't you try marriage counseling ?

Save your disputes for when the kids are in bed ,sleeping, and keep your tones down .

Don't go to bed mad at each other .

No , you can't file for Custody still living together, and her taking a walk, drive , whatever.

Why does she take the kids with her ? You in a rage ?

So you cannot do it when she is living with you.

What is the next step then? Do you have to file for separation/divorce, then file for children custody?

My main concern is get custody of my children.

You file for divorce and ask that you be given custody of the children. With kids that young, and (I'm assuming) a stay-at-home mom - don't hold your breath. Especially if the only thing you've got is that she took the kids out in the rain once.
