I'm not a lawyer, but I've found answers to these and other questions easily through the self-help legal books at Nolo.com. You can buy them, or some libraries stock them.
Since you're in California, you can also go to an this website:

If you look on the left side toward the top, they have an "ask the law librarian" program. This is very cool. You type in the question, and wait, then a law libriarian will appear to chat with you about your question.
You can also go to one of the legal research on-line sites. Alot of them will give you a one month trial period for free. Like Jurisearch. This is cumbersome, but you can use "natural language" to try to examine the codes for what you're looking for.
