What is the name of your state? NY
According to Financial Affidavit (http://www.nycourts.gov/forms/familycourt/pdfs/4-17.pdf) , family assistance is a deduction from income, but it doesn't appear to be added to it anywhere.

Can it be true that for purposes of determining cs, food stamps (eg) are deducted from your working wages?

Would you be the person paying child support , or receiving it ?
Are you the one receiving assistance ?

Let's put it this way , NY has a minimum payment of $25.00 per month for persons who would be charged with paying child support , with " Little or No " income.

If the person ordered to pay falls in this " Poverty " category , they most likely will be ordered to pay the minimum .
