Fire damage ( Don't mess with my Nana)

What is the name of your state? Pa.
My grandmother had a fire back in November. I hired an adjuster who was able to get the full amount for the building portion of the claim. He has only been able to get 22,000.00 out of a possible 25,000.00 for her personal belongings.
There is a whole 10,000.00 in her wardrobe (value assessed by the hired adjuster). The adjuster for the insurance company refuses (the crux of the matter) to pay her anything toward 10,000.00 worth of stuff. He has drawn a line in the sand saying that he will not pay attach anymore money to the belongings. I feel as though she is owed every penny of the claim that she has paid premiums religiously for 16 years.
My adjuster said that the insurance company adjuster was fair but we took hard hits in depreciation. My adjuster suggested that we pay out an additional 400.00 for an appraiser to assess value (mind you that has already been assessed at being more than 75,000.00). My adjuster says this action will get us the 3,000.00 balance that we are looking for.

My question is this, what legal recourse do I have. I got my adjuster to agree to a lower % than he would have liked to and so I believe he has done all that he has a will to do. Secondly the attitude and (what seems to a lay person such as myself) and backhanded nature of the insurance company adjuster must be resolved keeping in mind I want every penny for my Nana and I will not back down.What is the name of your state?

Sorry, but I'm a little confused.

How much insurance did your grandmother have for her house (I guess its a house)? How much did she have for personal property? What was her deductible? What has been paid?

What was damaged in the fire?

And what's wrong? It appears that you are looking for an additional $3000 for personal property.

My Nana was covered for 50,000.00 for the structure of the house and 25,000.00 for personal belongings. She was paid for the structure portion and the insurance company has made an offer that falls short of the 25,000.00 we are looking for. Everything was damaged. The fire damage is limited to the room where it began but there is heat smoke and water damage throughout the rest of the house even to the farthest corners.

What is the house worth? If its worth more than $62000, then your Nana's insurance company is PROBABLY not required to give her more than a % of the damages.

The adjuster I hired told me that the issue could be resolved by hiring an appraiser. I'm trying to avoid hiring someone else.

You probably can avoid that. Read your grandmother's homeowners policy. There should be languarge related to partial insurance.
