What is the name of your state (only U.S. law)? Minnesota

I signed up for the FSA on Jan 1, 2008 for the company I was working for at the time. On June 5th, I terminated my employment. In early September, I contacted the FSA company and they told me I could use the money for expenses that occured during my time of employment only, but claims could be submitted any time throught the plan year (Jan - Dec 08) plus 2 1/2 month grace period (she specifically said March 15 2009). I submitted my claims on Nov 18 2008 and were imediately denied - "claim filing deadline to submit claims was September 18, 2008". How can my termination date change the plan year? Does my phone coversation hold any merit (all I have is the name of the person I talked to and some notes written on a piece of paper) or am I just screwed? I feel like I've been robbed. What is the name of your state (only U.S. law)?
