Flood damage and Landlord responsibilty

Missouri- Our duplex is flooded! We rent a 3 bedroom duplex which has flooded 3 times this year. We informed our landlord of the problem after the first time it happened back in April. At that time, we did not incur any major damage. The landlord surveyed the land and made a verbal list of things he could try to do since in Missouri, the property owner is required to make repairs caused by weather. He never took action. We have had 6 inches of rain since the forst of this month, and this time, we have well over $3000.00 in damage. Our renters policy does not cover flood damage and we can not get flood insurance because we do not live in a flood plain. Our landlord is refusing to pay for damages. We feel that he is responsible due to the fact that he has been aware of the problem for a reasonable amount of time and has done nothing to correct it. Does anyone have any advise?
