What is the name of your state? TX

My home flooded approximately one week before Katrina. I have flood insurance but the insurance company says they cannot pay because FEMA is out of money due to the Katrina disaster. Without money, the contractor has stopped all work on my home and I am essentially homeless. Can the insurance company keep holding off paying? They continue to act as if their hands are tied and have stated "we don't know when we will get the money from FEMA."

Almost all flood insurance is through the National Flood Insurance Program (NFIP), private flood insurance is very rare. NFIP insurance is sold through private insurers so it may look to you like it's not NFIP but it is. FEMA administers the NFIP program, and they did run out of money a few weeks ago and for a few days were not paying claims, but congress authorized more borrowing and on November 28 payments resumed.
