What is the name of your state (only U.S. law)? US

Filed a FOIA request with the FDA ... got back a few pages but I know there must be more.

They do not specify any reason for witholding documents other than they are "not appropriate" to disclose.

Don't they have to cite specific exemptions, not general statements?

How specific was your request?

Was it properly formatted? Can it be argued that they substantially fulfilled your request?

Understand that not everything is available via FOIA. If they do not maintain certain records, they are not generally obligated to hunt them down or create them for you. Likewise, if the document(s) you requested are the property of another agency or individual, they may not always be free to provide them (such as manuals or books published by others).
