Do they keep in FOIA records passport or State ID card copies? Do they have all personal files or just some of them?
Where i can apply for my former, Georgia State picture ID certified copy?
Please peply if anybody knows anything about.

There's no such thing as a FOIA record. You just can't get or use a "copy" of a passport.
The answer is the same today as it was the last time you asked this.
Call the DMV and ask for the procedure for getting a duplicate ID if you've lost yours.
If you lost a US Passport in the US, you file the lost passport statement form and send it to the appropriate state department office to get a replacement.

If you don't tell us what REALLY is going on, we can not help you.
