Forced Insurance Claim Paid/Mortgage Co holding funds!

What is the name of your state (only U.S. law)? Florida
Mobile home damaged dably in Tropical storm Fay, last year. H/O Ins. forced. Ins. company sent check in my name as well as mortgage company, which I fully understand, but mortgage company will not release ANY of funds until work is done and approved by them. Problem is, I have no means to get repairs done!! Damage was bad enough FEMA declared uninhabitable/health hazard. FEMA won't assist as I have no place to move to. Main question, How to get residence repaired with insurance money? OR If mortgage company will not release $$ can they apply money to mortgage or do they get to pocket it and I'm just out of luck??? Please help roof has holes, floor rippled and walls need replacing. Any words of wisdom greatly appreciated!

Post script - For clarification purposes, The mortage company obtained the police, but I paid all premiums, monthly, along with the mortgage payment. The mortgage company did not pay premiums.

If you mean that your MO insurance was force-placed by the insurance because you either didn't purchase your own, or you let it lapse, I don't have any suggestions for you. That check rightfully belongs to the mortgage company since they took out the insurance policy. It's never a good idea to have force-placed insurance and now you see why. Sorry.
