I am a part time employee and the only fringe beneifit I get besides paid holidays is 3 personal days. I am now being told I have to take them during the slow time when we will be closed the week of Christmas. Is this legal that they tell me when I have to take my personal days?

Yes it is legal as they do not have to give you paid days at all. Therefore they can tell you when to take them unless you have an employment contract or work under a CBA.
