I am behind more than a few years with my state/fed taxes. I have some years that I am (or was) owed a refund and other years I owe taxes. I realize there are fines/penalties for being late, but is it true the IRS will not give you any refunds due if they are over 3 years late?

You are correct. The good news is, there are no penalties or interest if no tax is due.

The years that can still be filed (for a refund) are 2004, 2005, 2006, and 2007. However, 2004 will expire on April 15th.
