Forgiving arrears/adult adoption

What is the name of your state (only U.S. law)? Ohio (where the parties live)

I hope you'll let me ask this for my grandson. He will be 18 in early December. His dad, my son, has had custody since Mom gave it to him when N was 2 or 3. They lived with us, so we helped raise N until he moved with Dad and stepmom when he entered first grade. Mom has spent very little time with him over the years, and is currently facing drug and child support charges (over 30k in arrears). N does not like her at all.

She has proposed to N that she "sign over her rights to someone else on condition that the debt is gone". Yes, she asked her son to do this. He told me he'd like his ex-stepmom to do an adult adoption and give his mom her wish. I pointed out that if he was 18, he wouldn't need her signature, and he (Dad, actually) didn't have to forgive the arrears. And they may not get to court before his birthday.

Can they do this? He really only wants Mom off his BC. Will this be possible since my son is not married to stepmom anymore? We obviously don't want son off the BC.
Can they forgive the arrears? CSEA has been involved in the child support.

Is your son even aware of what mom and grandson are exploring? I do not think that any of this is possible. A stepparent adoption is no longer possible because stepmom is no longer married to dad. I do not remember Ohio allowing second parent adoptions, so if stepmom were to adopt him his father would no longer be his father.

And again, if anything was possible it could not happen before his 18th birthday, and once that happens mom would have no say at all, so she has no leverage to get rid of the child support debt.

I pretty much told him the same thing. I said if it were me I'd leave things alone and tell Mom to pound sand. She'll just be a name on his BC. Told him to tell her his hands are tied, it's not possible. We know she's nervous because she's facing jail time.
